A rapidly expanding body of scholarship in economics, politics and history emphasises the importance of institutions to the rate, trajectory and quality of economic development. One focus of this debate is the impact of city or guild systems on economic activity. In this lecture, I review the debate and its implications for our understanding of political economy and western economic growth. I also introduce recent research that addresses one of the central claims in this debate: did European cities and guilds close entry to outsiders in a way that would allow them to generate rents? We explore the size and structure of barriers created by pre-modern urban and guild institutions and their impact on labour markets and political developments in the period before the industrial revolution.
